MS4

What is a MS4?

MS4 stands for Municipal Separate Storm Sewer Systems. According to the EPA website, an MS4 is:

  • “Owned by a state, city, town, village, or other public entity (MUD) that discharges to waters of the U.S.,
  • designed or used to collect or convey stormwater (e.g., storm drains, pipes, ditches),
  • not a combined sewer, and
  • not part of a sewage treatment plant, or publicly owned treatment works (POTW)”

Currently Fulshear MUD No. 3A is a Phase II (Small) MS4. The goal of the MS4 program is to increase public awareness of stormwater pollution and promote pollution prevention practices to minimize illicit discharges into storm systems.
